It's DRM, but its in my opinion the least annoying form of it. to the OP: boot up steam, if your connection drops its no problem you can just keep playing.

What steam does is make sure you have all the needed (older) directX files, this is because DX is a mess and doesn't support all the old stuff in newer versions; hence it checking for every game. Its safe to just skip the option like the guys above me said though.
