OK lest start off by making it less rare so lets say 1 in 100 are force sensitive and lets say that of that 1 in 100 only 1 in 10 are able to use it to a point to become jedi/sith so then only 1 in about 1000 become jedi/sith now there are also whole races in star wars that are force sensitive...
