I'm pretty sure the 'sky' is an afterthought in most games, since 99.9% of the time you won't be looking at it. I've never really paid attention, or lost interest so much that I've just drifted off and decided to look up.

Enemies are scaled to your level. I mean, you could replay the game with your first character. You could be level 50 or so, but the enemies would provide the same level of challenge, due to being level scaled.
I assume this is how it'd be handled in the transition to Mass Effect 2.
