It isn't about Sega. Sega has been shelling out great games in the past two or three years. Stop assuming Sonic=Sega. That being said, Sonic is shit right now and in my opinion it's all Sonic Team's fault. 3D adventure Sonic games peaked at Sonic Adventure 2, so maybe a different game...
