A bit of both is always good. Personally I loved the original Mass Effects explanation of why guns in that universe didn't use bullets or need reloading. That explanation alone was enough to make me hate reloading as a mechanic in Mass Effect 2, but Mass Effect 2's comparatively poor codex...
