Probably a combination of the fact that Saints Row isn't as much of a household name as GTA and the fact that, irreverent as the series is, it's actually one of the most inclusive franchises in the AAA space.

To be fair, you can do that in most games if you're skilled enough. Hell, the "Mostly Flesh and Steel" achievement in Dishonored is for doing exactly that.
