It's almost certain Niantic will re-use the database of places they have for Ingress, which can be played worldwide. So region-locking shouldn't be an issue, unless Nintendo enforces it.
Also interesting to add: TressFX Hair on the other hand is open source, which allowed Nvidia to implement it themselves as well. Can't see why any sane developer would choose the Hairworks solution, unless there's a bag of money involved.

Emm... That's where hardware accelleration for audio comes into play. Only on old PC's (let's say 5 years ago) this may cause some small hiccups, but I think that such a PC would have problems just rendering the graphics as well (unless a new graphics card was installed during its lifetime)...
