I never got why they didn't just tell the populace about the sorcerer and the Akuma. You'd think a nice announcement reading: "hey dumbasses, if a guy offers to reanimate a dead loved one, he's conning you and you're gonna end up hurt or worse, so don't be stupid" would solve all their problems...
