That depends entirely on the game. In some games a 2.4GHz core2quad is enough and performance depends entirely on the graphics card. In other games, overclocking from 2.4 to 3 GHz could give u a 20fps increase. Not according to this test...

The PC version is surprisingly well optimized. Even a "lowly" HD 5770 is enough to play with High Details @1080p with 50-55fps. Tomshardware posted an article with lots of benchmarks. It was clearly not developed as a PC game, but it's still much better on PC. Graphics and mods.

Technical difficulties are OK with me, but is the writing/story any better than Oblivion? This is an RPG after all....... but today's "gamers" seem to care more about graphics than about story and gameplay.
