Its not a crime since you aren't required by law to save anyone if its not your job but you are a jackass if you let the person die if your life wasn't endangered if you were to try and save the person.
Well they just have to remove blood and gore to get the game sold in Australia. Its not like those 2 really matter in the game, since most of the shooting is from long distance and you probably won't identify your enemy for anything more than a blur from a distance.
