I don't know what's causing the issue nor is it the same issue as mine. Re-installing would work unless the problem is with Steam servers or, as you said, OP's connectivity issues.

It's basically re-installing Steam. The .exe file should also be kept.

This happens to me every month for a couple of times. It's very annoying, but it usually lasts for a couple of hours. Try deleting everything but SteamApps so you don't delete your games.

Well, it's all about personal preference. I, for an example, hate DayZ, while many people put hundreds of hours into it.

I've never actually played it, but I heard that it's almost not a game because of the lack of actual gameplay. There aren't that many good walking simulators these days. On the other hand, we had The Stanley Parable which was a walking simulator done right. I quite enjoyed Dishonored...
