There's also plenty of grey market keys for PowerDVD going cheap on eBay. If I decide I ever need to play a Bluray on my PC that's probably where I'll go.
There are plugins for VLC [http://www.labdv.com/aacs/] though I'm not sure how reliable they are. The most reliable route is probably to use PowerDVD though it's not free unless it comes bundled with your computer or drive.
From what I understand VLC only plays unencrypted Bluray by default. There are plugins you can use but I don't know how reliable they are. Maybe you should seek out a drive that has PowerDVD bundled with it just to cover your bases.

It's nothing important. A recovery partition just let's you reinstall Windows without needing a disk. You might want to download a copy of Windows so you can still do that if something fucks up.
