The problem is that the game actually lets you play non european nations, they added them in expansions, but they often suck. For example, you can play a native american nation, but even if you westernize it, it will still suffer from having weaker military because westernizing doesn't change...

The answer to that question is that they haven't. A completely different company made sacred 3, they just used the same name because for some reason the company that owns the name decided they wanted to screw their loyal customers.
