Is this at the beginning of the game, at Weynon Priory? If you're on pc, you can use the console command setstage MQ02 50 to advance the quest step to one where you have already talked to him. Not sure what to do if you're on a console, though.
I had the same problem with Destiny 2's season reward track. The first season they pushed it out, I was in the same situation, about 20 levels off of level 100 with 15 days to go. I don't get a lot of free time, but what I do get I pushed hard to get in the required levels per day to hit max...
I'm ok with Federations being delayed, if it means the first release doesn't require half a dozen hotfixes post release, because it broke multiple subsystems in new and interesting ways.
We give them a pass because they're not trying to make the biggest most powerful console, they're looking to do their own thing and leave the epeen measuring to Sony and Microsoft.
