My opinion is that they have always had twice as many shops as they actually need. I could name several town with two shops quite close to each other. That is part of your problem.

Gears of War 2, Lego Batman and a FIFA. All for the 360 and all brought for about £20 in total. Will never play FIFA but would like to play the Lego one.
So they sold 330k which was "half the story", that means they must have given away a similar amount of copies as well. But over a million people pirated it. That is still not selling many copies is it? I think thats whats known as a lose/lose situation all round.

I suspect the TV execs took one look and thought, "so whats the non male half of the TV audience going to be watching while this is on? Ah, the other side". If this had got the green light, then you could probably have expected another series of "Baywatch (now with added thong)" to air as well.
