Uh... Yes, there are. They're called "publishers." They give developers funding to make games, and give them a deadline for when they want it released.

Kingdom Hearts basically has a continuity as jumbled and scrambled together as the Marvel movies they're making. If they'll fund a movie based off an obscure comic book series that features a talking tree and gun-wielding raccoon, they may as well fund a movie after the biggest game franchise...
