First, one doesn't need to force to use a lightsaber. It's just that only Jedi have the reflexes and training to use them properly. Anyone else would likely hurt themselves or get shot by a random thug with a blaster.

And Dr Venture's lightsaber couldn't even cut anything. Besides, for all we know, his was lying about the cost. I mean, it is Dr Venture... I doubt he could even build a working shrink ray.
