The article mentions the low-fantasy genre invented and largely defined by Robert E. Howard. If you're interested in him, there's no need to venture farther than Wikisource [http://en.wikisource.org/wiki/Author:Robert_E._Howard].

It is interesting to note that there is an article about Howard fantasy and Lovecraft fantasy in the same issue; Howard and Lovecraft were correspondents and, apparently, friends.
