Any ds/3ds/n3ds games that let you build a community?

Playing Fallout Shelter plenty lately, I was kinda wondering if there was a game in the portable nintendo family named in the title that was at all similar?
Build your place, set up defenses, grow the community, have it still there when you start your game again, etc.

I can't really think of much. Closest is probably Tomodachi Life, but it's a bit too watch and enjoy than take part in.

Rune Factory, maybe? If by grow the community you mean grow crops. It's Harvest Moon with combat.

Animal Crossing has the whole community thing, but no defenses or combat.

MySims has community building, but again no combat.

I haven't actually played any of those games, so maybe they suck, I don't know.

Not on a Nintendo console, but Fallout shelter really reminds me of X-com: Enemy Unknown. The whole base building mechanic is practically identical in looks.

Dragon Quest 7 has an "immigrant town". Sadly, none of the DQ games for the 3DS have been localized yet.

I think that only thing even vaguely similar to Fallout Shelter out on the 3DS would be Animal Crossing: New Leaf. It has the community aspect, you can customize the look of your town (to an extent) and it's all their when you get back...

...unless you've left the game alone for a few weeks and a character you really like has moved away! Bloody hate that!

The games like marmite though, you'll either be glued to the thing or find it boring as hell.
