Are Superheroes just terrorists?

I was thinking about the whole superhero thing recently and I wondered are superheroes just glorified terrorists? If they did exist, then the only motivation I can see for everyone behaving is because of the fear that they'd get the living crap beaten out of them by someone who can throw a car two miles if they didn't. Since the hero is directly involved, then surely it's the fear of that individual that keeps everyone in line, so fear of physical harm is being used to maintain public order. What are your thoughts?

By that logic, the law/government, which sends you to prison, where you'll get violently raped, for doing criminal stuff, are terrorists as well.

Superheroes are vigilantes that the authorities work with because it would be pointless to try and constantly arrest them. Instead they realized they'll get more done if they work with them. At their worst, superheroes could be considered totalitarian dictators who could run an Orwellian police state.

Fearing the wrath of Superman if you try to harm someone or kill the president or destroy the world? Um... then police and militaries would be terrorist agencies. Does Superman throw a car at you if you do something that irritates or offends him? In-character, no. He just flies away. If you hurt someone, however, he'd do what any good soldier or firefighter would do if he suddenly became bulletproof.
