And actually maps dont have details about the layout of the base, and all you can see with your own eyes is the fence and the first few buildings. Sattelites give a detailed view of the base and all the guard posts and blind spots in the base defenses. Greying out the sensitive military bases and such would make it harder to do any terrorist attacks on the sensitive bases.
