In my mind, Okami and Spartan: Total Warrior had the best final bosses.
In Okami, you had to use skills in relation to what he was doing, even gather clues about how to beathim it. Also, he wasn't cheap, as in, he didn't have a health bar as tall as Mount Everest. All of these things combine, so that on your final go when you do finally defeat him, you feel soooooooo gooooooood. Best feeling in the gaming world
In S:TW, the final boss is HARD. He attacks you relentlessly, and then afterwards does a huge spinning attack, brings up his shield and attacks relentlessly again. It isn't obvious at first, but he only has a tiny little opening at the end of the spinning attack. It's so intense and challenging, well, it's impossible to describe, but it works. And when you finally defeat him, you feel so powerul.
The worst? Umm... well, I'm not going to say that he was the worst, but the final boss in FF7:CC was... cheap. His attacks were not very powerful and there were no hidden openings and they were all really predictable and the only reason I cannot get past him is because of how goddamn LONG he stays alive. It's more like attrition than actual skill.
