Star Trek Battles isn't too bad for an TBS. Voyager: Elite Force is actually not too bad.
But an RPG? Couldn't be done.
It'd be like Bethesda doing a Doctor Who RPG, it just wouldn't work. (And remember who's saying this)
For a TV licence to work, it has to stay almost constrained within the Television Series, (Which is how V:EF worked) or look at characters away from the licence, which loses the main reason you tuned in.
As an MMO, you have to be very careful as well. If you meet Kirk walking past you at level 10, and you break character and fall to you knees; then that's good. That means the game understands that Kirk, Picard, Sisko or even Archer/Janeway are LEGENDS. Mooks don't get to meet Legends until they are Legends.
One of the horrible things SW:G did was that the first people you meet are Han and Chewie, that makes you LEGENDS...and then you're sent to collect womprat tails. BOOM goes your ego, and off goes the switch.
Even with Bethesda's undoubted skill, I'm glad this never came to pass. The best RPGs are with new characters; fresh, bright and naive enough to only expect coppers for rat tails. Legends are there to look up to, not to Mary-Sue you just to get you in the door.
Quick Hint though to Cryptic: If you can set up a scene where Kirk walks past the level 1 characters silently before walking off, you'll sell a quadrant more copies. Legends can still be there, it's just that all your mobs are grey to them.
