The Shakespeare puzzle on hard puzzle mode in Silent Hill 3 is the hardest that i've ever encountered in a game.

Others memorable riddles are the piano riddle and the color blocks in Silent Hill 1 but to be fair they were hard to me mostly because I was about 12 years old and didn't know english.
