The thing is they said during the radio broadcast that War of the Worlds was a dramatization and wasn't real. You can't really say it is a hoax if they started by saying it was fake.

There wasn't a panic--the "panic" was part of the play as well--but some people did call the police, concerned, and asked about it. But there weren't riots in the streets, as it's sometimes said.
