That'd be an uphill battle trying to legislate companies being responsible for consumers' money for them.

Especially since the companies particularly the really rich and powerful ones can buy out any politician they feel like. All it takes is a few people central to any vote for legislation against these companies that can be bribed given campaign contributions and any legislation designed to curb the exploitative practices of these companies will die before it even gets to be given a try.
