How many years has your grandmother not worked there for? You bought the vehicle and took the previous owners word at face value? Even if you know the previous owners it is preferable to get an inspection. Some uses for a horn are; warn other vehicles that are dangerously close, warn drivers of unsafe actions, use to alert pedestrians/vehicles if car is out of control, and honk at the sexy ladies.
My grandmother worked there for 35 years I think, could be more(Like I said she just never told me the horn was needed.). Anywho how often do you even use it to warn anyone of anything? If you are serving out of control people will see it, and the horn will be the last thing you will be worrying about. Espically for a 30 minute drivers test. I also got the car for free after my neighbour died, it checked out with everything. Didn't think to check the horn.
I asked what the time span between her leaving and you taking your test was. Whenever I am in my car and I'm warning someone in my area I use my horn. I can't imagine what else you'd use? Yelling is kind of difficult at speed and flipping someone off can only communicate so many things. Yes you will be trying to stop the car (brakes, e-brake, downshifting, steering in to an open or safe area) but a responsible driver will also warn others of the problem. It clearly didn't check out with everything if the horn failed. I might be acting overly difficult, you however have quite a large amount of egg on your face though.

A horn is a critical safety device that allows you to communicate with other drivers. It may seem at first glance unfair but if you consider the reasons for the device it is fair. I believe it is in the manuals that they give you that you need a horn, break lights, turn-signals, headlights, seat-belts, ect. in working order.
