The most poignant, emotion filled moment in any game I've ever seen was when the dastardly right paddle bested the left paddle, leaving him in a state of utter paralysis and defeat. Pong had the best writing out of any game I've ever seen.

I thought the plot was too cliched... good vs evil with predictable plot twists. It was so incredibly black and white, and the characters were so flat they were 2-dimensional. Don't get me started on the acting... for all the good it did they might as well went beep beep boop.

Well...okay, that's not nearly all of them (there were a couple of times in Heart de Roommate, once in Kagetsu Tohya, and I'm gonna preempt myself and call Kana: Little Sister devastating). I just happen to play a genre that loves tearjerking plots.
Other than that...actually yes. The Tales series has managed a couple of times. Granted, one of those was crying in sheer horror (Tales of the Abyss).
On topic...I agree with the article quite strongly. If the game affects you well enough to start the waterworks, the game has definitely succeeded.
I don't a game has ever made me cry, though I admit that that scene in Persona 4 (if you've played it you know the one) did get to me. The endings of MGS4 was pretty emotional too.
However, I think it would be more interesting to know if someone has cried at a gameplay moment, not a cutscene. Crying because of a cutscene or crying on a movie are not that different.
Crisis Core has a very intense ending cinematic, I guess I`ll admit shedding a few tears :-S\
But yes, I believe games can make you cry, and quite easily at that.
Just about everyone I know (including myself) that has played Final Fantasy 7 has shed a tear or two when Aeris died.

I was quite upset during a boss battle in Tales of Symphonia, but it stopped just short of making me cry.
Depending on whether you count visual novel gameplay, the choice you have to make in Fate/Stay Night to
kill Dark Saber
was unbelievably difficult. It took me a full two minutes to convince myself to "bring the knife down." Though admittedly, the flashback montage immediately afterward exacerbated it.
