Because Sega is gonna Sega, and Sega does things in their own nonsensical way, often as a result of an exec feeling jilted cuz someone did a better job than him. No seriously, so many of Sega's really boneheaded moves can be attributed to internal politics, with the Japan hq and Sonic Team the biggest pettiest dicks of all.
Also, not quite convinced a Chao Garden would print money. Not quite convinced Sega would't fuck it up. And eh, that shit for sure would be loaded with mtx up the wazoo.

I'll be honest, I never understood the appeal of the Chao Garden. Then, I was never into Tamagotchi either.
But that aside, it's a feature of SA1 and 2. I play these games mainly to go fast as supersonic hedgehogs. Babysitting horrific abominations is about as far away as you can get from that.

I'll admit I did feed a Chao or two on my VMU. That said, I agree Sega would probably just do something stupid and ruin it. I just watched that documentary where they talk about that Sonic game that literally got sabotaged by Sonic team because they were mad someone else was working on it which then ended up screwing over Sega really badly.
Also, if there's ever a Chao game, I want Chao in Space, damn it!

I suspect it's probably too late as the best time to make such a thing would have been, at most, 2 years after SA2 released. If they were to do it now I think they'd have to first reintroduce Chao as a thing in a mainline Sonic game to develop interest.
Half the fun of the Chao Garden was going into levels to get animals and chaos drives and bringing them back to level up my Chao. They progressed cause of my efforts and replay of levels. So whatever app that comes out would have to bring some of that feeling back. I don't feel it'd work all that well just being the Chao Garden and mini games alone
