I know, right? Perhaps we're just reading it without the cultural knowledge, it just seems odd to me.

Not odd. The guard said it himself, they are "attention seekers". They want attention for their horrible living conditions because their government prefers to silence all dissent and pretend the country is somehow a glorious new empire.

If the bridge really is a hot-spot for suicides in China then this plan might be good.

But to slather the handrails and walkways in butter, everyday, just to prevent a few people from jumping - hm, seems like an awful lot of work for little gain. Those who want to kill themselves will just either find a non-buttered bridge or jump off a cliff.

Actually, they should use a special type of paint the UK uses - I forget what it's called, but the UK government has this slick pain that they put on top of walls they don't want people to scale - it makes climbing much more difficult and it lasts for months. That would be better than butter.

Maybe California should try this - coat the Golden Gate bridge in that stuff. A few dozen people die every year jumping off that thing. Of course, you could contend that if someone really wants to die, a bit of paint or butter ain't gonna stop them.

You obviously haven't noticed the massive railings and fences applied to every tall building with a viewing platform, right? Is putting up a fence on the Empire State building going to ridiculous lengths? Instead of putting the fence up should US authorities have worked on the root of the problem alone?

Hell, over in Australia even a 15 metre footbridge well outside the metropolitan district has a cage over it so people can't throw themselves onto the freeway below, causing accidents and god knows what else. Preventing people from jumping is not a uniquely Chinese problem, the only thing unique here is their solution.

Yeah... Actually I've noticed those. Mainly there because stupid tourists tend to fall off looking over. Seriously. Same reason they have the huge fences at zoos around the animal pens. Stupid people think the lion is friendly. Durf?
Anyways, I never said trying to stop suicide was unique, however you can't defend the higher rate of it in China. The country is not exactly the paradise they pretend. (No, I'm not suggesting any is, especially America). As I said, it says a lot about a country who does this. As a previous poster pointed out, it's more to keep the outward appearance of a civil society.
Also, I'm not sure if you could really make a law against killing yourself. Do they bury you in a different kind of casket? I assume that you meant it's against society's moral code? Suicide is an issue elsewhere, though maybe they could've gone with the metal fence thing. Seems more like they don't want to make it look like they're trying to stop that sort of thing. At least to me.

Huh, it actually isn't a criminal offense in the US anymore. I did not know that. My apologies.

In Australia it is, and in fact the law compels any person to do anything necessary to stop another from committing suicide.

That's pretty amazing. I have to give them cred for that. They've done some weird and crazy stuff in the past but sometimes, man. Sometimes, they just pop out on the world and go, "LOOK AT THIS!"

And the rest of us go, "...hahahahaha, what!?" But then we can't help but applaud them.
