While the real event's coverage did seem to get lost in the environmental impact in the aftermath, and it is sobering to remember that real people died in this disaster as it occured, I am still left wondering, perhaps a little cynically, who footed the bill for this movie.

The only thing I honestly remember about the disaster (besides the oil polluting the water) was President Obama's photo op with his daughter as a sign the water was safe (when it probably wasn't).

Is there supposed to be a time limit on how soon these "based-on-a-true-story" movies can be made after the events they're dramatizing?

There used to be, but then Hollywood ran out of anything remotely resembling original content and they ditched the time limit.
