I see every is using bonfire ascetics in Dark Souls 2 to farm items, but doesn't it all carry over to New Game+ and make things way harder? Maybe I'm just scared of getting slaughtered, but is it smart to just throw ascetics around all the time?

I'm not sure about the ascetics. As you said, it carries over to NG+ so subsequent playthroughs are innately harder than normal, so using them at a bad time or with an underpowered character can severely screw you over. Not only that, but it cheapens item farming and boss souls, since you can just ascetic as many times as you want to get as many items/souls as you want, thus removing the hard choice of boss soul usage and dissuading the transition to NG+ since there's little benefit to doing so. Frankly, since you're given little information about what changes with each ascetic, I wouldn't use them until you're confident both in your abilities and gear. Otherwise, you're just going to get stuck.
do not use it because you had an easy time killing the dukes dear freja and want the sword
the fight gets so much harder (since if you do that you are most likely a squish sorcerer and the fucking little spiders twoshot you) and it's also one of the fights where summons are least useful since it requires a lot of coordination and most people underestimate how hard i becomes.
use them if you want specific items or are confident you can easily kill a boss and want to farm souls, i believe there are guides which bonfire gives you how many souls.
