I think in this case it's not that serious. I mean, a 16 year old lying about his age to watch a sexually explicit video is normal, in my opinion. Most kids wouldn't wait until they're old enough, because the curiosity would be too much. Now, I know the right thing to do is wait until you're old enough, but at that age it's not the first thing that comes to mind. Hell, I saw my first porno when I was 11(my dad left his safe open one day).

When it comes to this, I'm not sure it's an actual law as compared to trying to use a fake ID at a bar in terms of illegality. I believe if it is actually a law, they'd have a better system in place. Granted, a better system would probably be quite difficult to develop. Granted, I'm not familiar with the inner workings of any legal system in a case such as this(lying about one's age to view mature content, whether it be sexual, violent, or what have you), so anything I say should be taken with a grain of salt.
