Well, I'm an idiot and don't have New Vegas, but if it's anything like Fallout 3(which it is), the DLC quests initialize anywhere from 30 seconds to 5 minutes once you fire up your save.
You will get notification that the quests were added. Look in your quest log and see if they are there. :p

I hope this helps. :p

EDIT: The quest names are likely not the name of the DLC, so don't think they are not there. :p

I´ve only played the PC version, but I guess it should work the same. Generally, you just start the game and after a while (shouldn´t take very long) your Pip-Boy will pick up a signal and add a quest. Go where it leads you, there should be something to interact with (an entrance or an NPC or something), that should trigger the DLC.
If that doesn´t work, see if there´s some sort of setup menu when you start the game, there might be an option to enable/disable the DLC you have installed.

Well, on the pc, you have to select data files on the launcher and make sure they're checked.

And then you go into game and eventually you get a little quest notifier and a radio signal on your pip boy.

I would assume it's the same on the PS3 except for the first part.

Just wait a bit. Dick around. Kill some fiends. Check your pip boy.

You should just have the quests pop up within a few minutes of starting up your game. Most of them are activated through a mysterious signal on your radio or something.

HACK THE NSA AND STEAL THEIR BANDWIDTH.

Oh what? That? Oh yeah, that's how you normally start up Fallout with DLC, it's a joke between them and Obsidian.

Generally you just have to wait like everyone else is saying though.

DLC will initialize as a quest in your menu after a few minutes of starting. Your Pip boy will pick up a new radio signal or you'll get a new quest in your log. Then proceed in game.

Wait for a radio signal to be found, Honest Hearts radio signal is the "Happy Trails Signal" and Old World Blues is Mysterious Radio Signal.

usually how long does it take to find the signal, and can it be done by sleeping or waiting in game?

Shouldn't take too long. Usually a minute or two when you start a new game. Although sometimes it can be weird. For example it once took an hour for my Operation Anchorage DLC to load and I didn't notice.

From when I bought the Old World Blues DLC,it should happen automatically.
It will tell you the DLC is there, then it will give you the quest you need to finish to begin playing that DLC.
It's to give you time to prepare, because when you start the DLC,you can't return to the Mohave until it's finished.

All this info is great, but everything that's suppose to happen isn't happening, no new signals, no new quests, no indication that it's even been downloaded which it has, I double checked to make sure. Anyone else had this problem? If so anyone else know how to fix it? It may be worth mentioning that it just gave my game an update, but that seemed to change nothing.

I know of one other person who had that problem. She just deleted everything ie all of the game data and dlc but not the saves and redownloaded it all and it worked fine. It should normally only take 10 or 15 seconds at most for the radio broadcast to pop up.

Did you install the dlc after you downloaded it? I know its a silly question but hey it could happen.
Hey thanks!

Also once you get it working remember to keep a seperate save of before you start the dlc just incase something bugs out. It probably wont happen but its good to be extra careful since it does use a bethesda engine.
You are a life savour! It worked! I owe ya bieg time! If ya ever get stuck in a game I have vast knowledge that may come in handy, so feel free to ask any questions, I owe ya! All of ya!
