Fallout: New Vegas Npc Slow-down Issue

So, I scavenged around after seeing the problem with the NPC slow-downs on frame rate and lag in general and alas! There is a solution! For any one of you having this problem whenever NPC's are around (or general slow downs even if your OS supports it's problems) here's the fix. Worked perfectly for me and Norton scan came up clean. Enjoy :)

this has been out for.....well days. It was released almost a hour after the US release(And that's not a exaggeration).

Thanks, I've been having trouble with this. I just thought that it was my computer not being strong enough.

There are two different problems apparantly. The first, is that the version of D3D9 (a part of DirectX) that shipped with the game does not properly recognize certain ATI cards (mine included) and thus slowdown occurs. This first problem is a bug with DirectX and not New Vegas. The second, according to the information I can find at any rate, is a problem with mouth animation that causes slowdown when many NPCs are present. After forcing a different version of D3D9.dll into place, my own performance improved dramatically. I have yet to try the fix that supposedly resolves the mouth animation problem because I encounter it so rarely.

I've never played the game without; I installed that right after I installed the game. So I can't really speak about performance, but I'm running the game well. I might even increase my graphics a bit from the defaults.
