Introducing a new studio in it doesn't (as you said) have to be a bad thing, you can also see this as a point where they know they need some more eyes on it and just haven't got tunnlevision enough to say they can handle it all themself.
As for me, I am a bit hyped about this, for years and years they have talked about an MMOrpg based on fallout, but now, there finally is a real concept.

I agree with you that it should be a VERY large scale to let it have that Fallout feeling. I hope they are smart enough to get that. What made Fallout 3 so atmospheric was the loneliness. Walking empty streets in ghost towns, hearing the wind whistle between dead buildings and the occasional blare of music from a passing eyebot...if you add in a few million other players, all that goes away.
