I'd put it as more likely their frakensteined mess of two engines can't handle it and its an easy out, myself. Not because Sony's stance is unlikely, but Sony's stance has never included blocking PC crossplay, and shouldn't impair Xbox/PC either.

It makes sense to not have crossplay with Sony, not to not have any crossplay.

They could easily do crossplay between PC and Xbox, and they didn't.

Sony also has crossplay with PC (And IIRC, mobile) on Fortnite (and Rocket League, DCUO, FF14, and probably some others. Not Minecraft because Microsoft requires an xbox account for doing crossplay and well, that). They could do the same All or Nothing approach FF14 did, but I'd guess Sony's base is more relevant to Bethesda then Xbox has ever been for (any JRPG here).

That and "something we're looking at" sounds more like Todd's other nebulous promises of future things, which implies the thought probably never crossed their mind (or his anyways) while developing the thing. Deflecting to Sony was just an easy ball to hit (Hey it worked with their refusal to curate their mods (which incidentally, when they did start curating them (and charging for them), Sony let them go in (Which is in itself a repeat of the Rock Band Network DLC stuff from years back, though Rock Band song charts were probably harder to damage a system with))

Sony is liking going to block crossplay if they tried PC-Xbox because that would mean Sony players would end up in the same lobbies as Xbox Players if they could also do PC-PS4 (because you'd be able join a PC player who had an Xbox player). It's one of the reasons why FFXIV hasn't come to Xbox One yet, despite being more than able to play it and FF being very popular on Xbox for at least two generations - Yoshi P. and Square want Xbox players to be able to play together with PC AND PS4 players like PS4 and PC players can play together, but Sony absolutely refuses to let it happen.

I don't know how true this article is, but considering Sony's history with crossplay I'm inclined to believe it.
