So the Federal Communications Commission made a request to a number of domestic and international telecommunications companies requesting their plans to deal with excessively high numbers of robocalls. Some of them may have not have quite understood what was being asked.

I wonder if one obstacle - in addition to some breathtaking ignorance - is that many of these scams may have moved to VoIP and simply have an external connection provided by the Telcos but all the number provisioning is handled internally by a VoIP server which allows them to just churn out numbers.
