As you yourself said...practical attire is almost much the antithesis of what Final Fantasy design is about. The design specification doesn't include "practical for role". Its almost a rule by now. Vaan who you linked (effectively a street urchin dressed like a stripper), Zell (a martial arts specialist with ridiculously baggy pants which could surely only be a problem), Tifa (a resistance leader dressed in leather hotpants and a tight, short sleeveless shirt) and Fran (a "warrior maiden" dressed like a dominatrix). Not to mention that strange outfit Tidus had with one leg longer than the other on a baggy outfit when his job involves SWIMMING. To be fair whilst I'm normally on board with "why is it necessary to specify" in this case Cid has always been known as a male character. Not the same character, but always male. So stating its the first female CID specifically is a pretty big deal. Its not just a new character.
