Also bans police from racial profiling, bans lethal force as an acceptable action by police where other actions are possible, introduces a requirement to verbally warn before force is deployed where feasible, measures to stop police forces loading up on military surplus, grants to pay for officers being hired from the communities they would police, makes body cameras a requirement in some circumstances, among other things.
