I don't think that's necessary.
Rockstar should just buy The Getaway franchise and make a third game out of that. Can you imagine how amazing that might be? I liked the original's story and feel. Now if Rockstar did it to the standard of its flagship titles, wow, that would be amazing. It already manages to have multiple interesting protagonists. Due to its style, it wouldn't just become GTA London, but a unique game of its own.
Of course, I'd want it to have some things such as car modification, apartments, etc. Maybe investment in properties. There could be lots of different side-missions, making it more like a series of typical British crime television.
