Has anyone accused the Insurance Fraud minigame in Saints Row 2 of being broken?

Disclaimer: This has nothing to do with the recent Saints Row comparison threads. This has to do with pi hating insurance fraud.

I booted up SR2, a game I haven't played since..last year, two years ago?
It was a long time.
Anyway, I remembered last time I quit playing was because the IF missions were frustrating me so much.
Playing it again pretty much shows why.
The starting ranks/levels aren't too bad, as you CAN manage to get 200K on most runs even if you are plagued by the following issues.
The last ranks are exercises in aggravation and pure luck. It's just not that uncommon for traffic to just suddenly stop appearing. It's something I noticed then, and something I definitely notice now. This is especially frustrating when you activate adrenaline mode, only to have it totally wasted because the game didn't feel like giving you any traffic to work with.
Couple with this the games tendency to simply make cars that are coming disappear entirely if the camera moves off of them, even for an instant, and this is easily my least favorite thing about SW2.

So point of this is, I'm just really curious.
Has anyone else ever levied this complaint against the mini game? Is it a well known issue?
Do do I just somehow have worse luck than seemingly anyone?

(Just to give you an idea of how I go about IF, so someone can tell me if I am indeed 'doing it wrong', I work to build my adrenaline as fast as I can, then when it triggers, I try to get launched up by any car, preferably big trucks. While in the air I attempt to reorient myself to land either back on top of, or in front of the truck to try and chain the hits. I continue doing this for as long as I can, which never seems to be very long.)

Insurance Fraud is broken based entirely on luck.

Well, maybe it is based on location and time too. But luck. I hate luck.

With SR2, I usually picked the area with train track (if it's not, restart the activity until it is), took an airplane, flied as high as I can and dropped directly to the coming train if possible.

SRTT's Insurance Fraud has this problem too: Cars tend to disappear or spawn very rarely, sometimes they don't even speed up. This makes Mayhem just as annoying to play. I hope this won't be a problem with the upcoming SR game.

All you need to do is get some adrenaline then go floppy when you're near the highway. If you get knocked into there, you're sorted.

True, but a highway is not always around since the spots they send you to are random. (Which always irked me. Why have the player drive to a location, only to be sent to another? Why not just have the icon for the mission in the place it's going to take place.)

It really is all luck.
You get a spot with tractors and dump trucks, you practically win just by showing up.
Other times I've been sent to barren four-way intersections that had nothing but MOTORCYCLES of all things.

When you get to the later levels of it, if it puts you in a poor spot, quit it (which sends you to the mission failed page) then start again and it should have given you a better location.

I've completed level 8 in a few hit's in the right spot, and also yelled "I can see my house from here" whilst floating over Stillwater!

I always found that the location it gives you in front of the airport was the best one. You get loads of supercars which send you flying. You could try restarting till you get that one.

See, I thought this too, but me and a friend did an insurance fraud 2 days ago and it took 4 tries because there was no cars on the highway.... AT ALL! He searched the streets and and walked around the highway and it was like a zombie apocalypse only the zombies were wiped out by bacteria carried to earth on an asteroid.
