How are new Anime Seasons Greenlit?

In Western Media there tends to be a pretty definite assurance during a season's run on whether or not it will get a followup season or not, often the date for the next season released before the season finale.

In Japan I know it's a whole different ballgame with all forms of media so tightly interconnected where you can have a forum thread turn into a light novel which is adapted into a manga then turned into an anime which spins off into a video game or live action film. There's so many different ways it can happen. I've also noticed several new anime seasons are treated more like "sequels" with the way they are titled and marketed.

In general though I wonder: What factors are involved in whether or not an anime gets a new season or not? I constantly see questions online from anime fans about whether an anime will get a new season or not. How is this determined and where is it usually announced?

Any information would be helpful!

To first get an anime a VN, Manga, LN, or any other Japanese must make decent sales and get an overall popularity for itself. They will usually give an anime they are unsure of twelve or so episodes to keep cost down. Only really popular ones get over twenty, some examples being Little Busters, Sword Art Online, and Attack on Titan.

If the first season for a twelve episode anime gets decent sales as well as: the merch, the original source, video games, and in some cases for LNs the manga adaption made,it will usually get greenlit for a second go.

Great example of an anime that still has a chance after two years in the dark, Baka and Test. A game for it is coming out this year and they are still making manga and the LNs, also the english dubbed came out this year. If all of these sell well, then maybe a new season will be made.

That may not be 100% correct, but judging from reading anime news sites and wikipedia, it sounds about right.

Gods, I really have no idea.

Why a second season of Panty and Stocking does not yet exist is unfathomable to my mind.

Cos people don't like anime that parodies American stuff :-( I hate how they put that cliffhanger at the end of the series without being 100% sure of there being a season 2.

OT- Factors:

-Popularity. This is why shit like One Piece is on it's millionth episode and stuff like the above mentioned P&S (and Angel Beats!) don't get shit.

-Has all the stuff from the manga/VN been told and you can't do any more filler? If yes, then you don't get another season.

-Japanese companies have to rent "slots" on a TV network and they get paid depending on how many advertisers by time in their slots (I think).
