So I decided to teach myself how to cook and I got a pound of hamburger from the freezer and submerged it in the sink full of water(still in the package)....How do I tell when it's thawed out and ready to cook?

If you're making hamburgers, then it's gonna be a few hours. If you're just frying it up for tacos or a casserole, you can pretty much just toss it in the pan frozen, and it'll thaw as it cooks.
As above though, it's thawed when it's not frozen any more.

Oh, that's easy, then. you can pretty much fry it up frozen. As the outside layer of the meat thaws and cooks, you can scrape it off, revealing the frozen meat below.
