How to enable Civ V's strategic view?

I'm playing on a laptop with 2GB RAM, Core 2 Duo, and an 8400M - obviously that's not great for Civ V. I know the solution is supposed to be to play in strategic view, but I can't find anywhere in options to set this up. How do I get the game to play in strategic view?

There should be an option to turn it on ingame, near the map.
