Yes, that's pretty much what it is but you can't take it out on the staff. They're not even paid min wage and now they have to buy health insurance too; and that shit's expensive, even if your employer does subsidize it. In the US you have to tip because that's the meat of people's pay. It would be nice if it was treated like a real career the way it is in other countries but unfortunately it isn't.
