While I've never used one, I don't think a laser dot actually helps much outside the range, there're all sorts of factors like light levels, textures, and colours which could stop it working very well.

Also they shouldn't work alone, they should have a partner so that one can cover while the other one moves/does anything which prevents them from aiming a loaded weapon at the time, such as opening a door.

Ideally they should be different races, and have different attitudes towards the rules, as this seems to work rather well once they sort out their differences and realise each others worth.

As for their equipment, I'll make a list.

Body armour.

A hand held torch.

Glowsticks.

CS gas canisters.

Flashbangs.

Periscopes.

A pistol with night sights, in case their main weapon malfunctions or runs dry, or they need to aim a torch in a different direction to their weapon.

An accurate SMG for indoors, with small, hollowpoint rounds unlikely to penetrate walls, a vertical foregrip and red dot sight to increase aiming speed, and a barrel mounted torch, the breach should be further forward than the trigger, so that if they go around a corner, they can hold it on whichever side of their body goes around the corner first, without the drawback of spraying hot casings into their face.
If they're only dealing with one guy, I think it would have enough stopping power as a semi-automatic, that being the case I reckon it might be worth making it lighter, more compact, and handier by removing the stock.

A semi-automatic rifle for outdoors, it should have a scope to improve accuracy at long range, but since they're already carrying other stuff, it should have a collapsible stock, and the firing chamber should be behind the grip, so that it can be more compact without having a shorter barrel.

EDIT: Just want to add radios to the list so they can keep in touch with any other cops who arrive at the scene.

Now, correct me if I'm wrong, but aren't those measures also universally reviled? I have to take of my shoes because of ONE failed shoe bombing. It was excessive and reactive then, it's excessive and reactive now.

We're also the Land of Hypocrisy. TV newspeople report an attempted airplane bombing by some guy who used 2.4 oz. of orange juice, with an addendum that now juices are only allowed in 2.1 oz. bottles or smaller, and we all sit in our comfy living rooms and cheer, "Yes! Let's see those terrorists pull that again!" Then we stand in line for 3 hours at the airport and whine about why we have to go through all this song and dance when we're Obviously Not Terrorists.

Meanwhile, the guy and his cohorts are laughing it up. You think it ever entered their minds to use the juice bomb again? HELLS NO. They're already designing a new way to screw with our "security" measures.

We all stand in our living rooms and cheer do we? Do you have anything upon which you base that generalized assumption, or are you just one of those people who unironically uses the word "sheeple?"
