If the city in Mirrors Edge is so bad why don't they just leave

This is a question I've been wondering ever since I bought the game it's not a bad game it just doesn't make any sense

The city was perfect, and regular people were happy, but life for the runners and the people on the outskirts of the city were bad.

the changes weren't instant, the country was like that, all the policing probably made it impossible. An extension of what's happening now, they were making a statement, which I agree with.

The changes were small, people are scared and weak minded. You give up this freedom for a false sense or security. It's happening everywhere, America included. Plus, you should assume that it's not just this one city. Though crime is fairly minimal, and it's not likly people see the atrocities that have happned to their lives, after all, what harm is happening to them? They have jobs, food, personal lives (Within the acceptable use of the word, at least). They feel safe, and when sheep feel safe, they rarely move.
