So I'm just sitting there, watching Princess Robot Bubblegum, and suddenly (about 9:22) this guy pops up for like, 2 seconds, and I swear it's Otacon. He sounds like Christopher Randolph, he has the same glasses, the same hair style, and the same colour palette in his clothes. It even makes sense because they're at an anime convention.

...But this is way too obscure and short winded to be a reference right? No one else seems to have noticed this online. Even the wiki doesn't mention it and Chris isn't credited for being in this game. I can't seem to decide if this is just a really weird coincidence or if Chris, or some similar voiced guy, just took the worlds smallest bit-part and the animator made him look like Hal too for a laugh.
I mean, I guess it could be coincidence, but Hal has always had pretty recognizable hair to me. It even swoops back, and has the bangs combed down separately. What do you guys think?
