I would like to remind everyone that in a post apocalyptic world, where female and male raiders, wearing punctured tires as undergarments, in form of 'tube tops' (meaning they're an inch or two from being 'exposed') do not grow a gray shirt and short out of no-where, covering half of their body, if anything, they should be naked.

So yes, nude mods may be uncalled for Lara Croft, when she's exploring a Russian Snow Complex, in the Alps, but in Fallout, it would be perfectly logical.
